Biography
Cliff Coleman is the Justice of the Peace for Bell County Precinct 2. He is retiring and not seeking re-election in the 2026 general election, ending his tenure as JP for Precinct 2.
As JP for Precinct 2, Judge Coleman has served the citizens of his precinct, which includes Salado and surrounding areas of Bell County. The JP court handles Class C misdemeanor criminal cases, small claims civil matters up to $20,000, evictions, emergency protective orders, and related proceedings.
During his tenure, Coleman has managed a busy docket that handles thousands of cases each year. JP courts in Bell County are among the busiest in the state due to the county’s population and the presence of Fort Cavazos (formerly Fort Hood).
Coleman’s retirement opened the Republican primary for his seat, which was won by Richard Sapp, a retired Temple Police detective with 32 years of law enforcement experience. Sapp is running unopposed in the November general election.
Judge Coleman’s term expires December 31, 2026.
